Canada ‘likely’ resumes development aid in Afghanistan amid calls for economic cooperation

KABUL (SW) – Canada “likely” to resume its developmental aid activities by non-governmental relief organizations in Afghanistan until the end of 2024.

Recent reports from Canadian media outlets reveal that non-governmental relief organizations in the country have criticized the continued restrictions imposed by the Canadian government on humanitarian aid to Afghanistan. They are calling for the resumption of their developmental assistance in Afghanistan.

Canadian humanitarian organizations emphasize the pressing need for increased aid due to the high levels of poverty, unemployment, and lack of necessities in Afghanistan. The Canadian Ministry of Public Safety has committed to lifting some restrictions on NGO operations in Afghanistan by the end of this year.

The Ministry of Economy has expressed full readiness and cooperation to align these aid projects with Afghanistan’s requirements.

Abdul Rahman Habib, spokesperson for the Ministry of Economy, welcomes Canada’s developmental aid efforts, stressing that such cooperation enhances Afghanistan’s economy. He emphasizes the importance of both humanitarian and developmental aid to address the country’s economic needs effectively.

“Alongside humanitarian aid, our country and people require developmental cooperation. We urge aid agencies and countries to prioritize economic needs and work in coordination with relevant ministries and institutions to implement more developmental projects. The implementation of these projects not only relieves us of humanitarian assistance but also improves our situation. We have provided the necessary groundwork for the full adaptation of these projects in Afghanistan,” he said.

Despite Canada’s suspension or limitation of aid from its relief organizations to Afghanistan in recent years, efforts have been made to fill the gap either through direct assistance from relief organizations or through financial aid from Canada to Afghanistan.

In 2021, the Canadian government announced an annual allocation of $90 million for growth, development, and other sectors in Afghanistan until 2024.

Experts on economic affairs view Canada’s decision positively, urging the Islamic Emirate to welcome and coordinate with Canada’s structured aid programs. They believe that such cooperation will instill confidence in Afghanistan among other countries and organizations.

Qais Mohammadi says, “For the Afghan government to succeed, it must be prepared to facilitate and prioritize these aid projects. Currently, we lack a strategic plan for Afghanistan’s development, including which economic sectors to focus on. Further research and expertise are needed for proper planning and prioritization.”

He further mentioned that People’s situation changes when money is transparently spent, vital economic sectors are utilized, and job opportunities are created for the people.

The exact timeline for Canada’s resumption of its developmental aid in Afghanistan remains uncertain. However, the Canadian government has emphasized that with the acquisition of permits for interaction with the de-facto government, relief organizations will be permitted to operate in Afghanistan.
