KABUL (SW) – A year of the Islamic Emirate rule in Afghanistan has seen service delivery to public go from bad to worst.
Afghanistan went through a year full of drastic changes since 15 August 2021 with the rise to power of the Islamic Emirate.
The Islamic Emirate system in Afghanistan was reinstated on this day last year when the former president Ashraf Ghani left the country amid many controversies.
Now that a year has passed since the establishment of the Islamic Emirate in Afghanistan, the citizens are facing serious problems in accessing public services.
The lack of sufficient budget for the development sectors, the paralysis of the banking system, the escape of the qualified cadres from the offices, especially the service offices, have seriously damaged the access to public services in the country.
In the last year, the supply of health services was facing problems due to the lack of facilities, and international organizations, warning of the collapse of Afghanistan’s health system, started helping this sector, and until now, the health system is only functioning with the support of the World Health Organization.
Fada Mohammad Pikan, the deputy of health services supply of the Ministry of Public Health in the previous government, in a conversation with Salam Watandar, said that the health system in the current government of Afghanistan is facing a management and policy-making crisis.
“Generally, the work of the Ministry of Public Health in the past was mostly policy and monitoring of various projects, but currently there is no such thing in the ministry and it is not possible to imagine a better policy with non-professionals.”
In addition to this, the public service offices in the country were not functioning satisfactorily and people were facing problems in the process of their work and access to the offices.
These problems were mostly seen in the institutions of monetary services and the distribution of birth certificates and passports.
Lida Hosseini, a former employee of the Administrative Reforms and Civil Services Commission, and Shafi Rahimi, a resident of Kabul, told Salam Watandar that a large part of human resources, especially female human resources, are removed from the departments by the Islamic Emirate, and this situation affected all affairs, and the work capacity of the departments decreased because of this.
“People are facing many problems in accessing services, unfortunately these problems are increasing, we can’t get our money from the bank, and we can’t get a passport for months, and there are also problems in other sectors.”, said Rahimi.
Meanwhile, in the first year of the caretaker government of the Islamic Emirate, thousands of government officials have been dismissed.
Ali Hossein (pseudonym) is one of those who was dismissed by the caretaker government of the Islamic Emirate after 3 and a half years of public service.
He says that after three months of working in the government of the Islamic Emirate, he was notified of his sacking, and in the same way, hundreds of other young men faced his fate and were fired.
According to him, this decision of the caretaker government has had a negative impact on his morale and situation and that of his other dismissed colleagues.
“In the ministry where we worked, about 17 hundred people from the center and provinces were made redundant. Previously, the principle was that employees were given at least six months before they were sacked.”
However, the officials of the caretaker government of the Islamic Emirate have said many times that they have been able to provide transparency and prevent corruption in their governance.
But, there have always been criticisms of the way of governance of the Islamic Emirate.
Mirwais Ashfete, political analyst, said that the current government of Afghanistan has failed in arranging a governance policy.
“The cabinet of the current government is in the form of a caretaker and so far has not succeeded in forming a government, they were not able to form a judiciary and legislation, they do not have any principles for domestic and foreign policy and they still do not have an economic plan.”
The caretaker government of the Islamic Emirate is marking its first year in office while this government has not been recognized by any country and the level of poverty and unemployment in the country has increased in an unprecedented manner.
