31 % of civilian casualties caused by targeted assassinations

KABUL (SW) – A phenomenal 31 per cent of civilian casualties in past six months were caused by targeted assassinations, the Independent Human Rights Commission said on Wednesday.

Referring to the killing of Mahbubullah Mohebi, Kabul’s deputy governor, and his assistant, Hashmatullah Daqiq, a prosecutor in Kabul, and Abdul Rahman Atshan, deputy head of the Ghor provincial council, the AIHRC stressed these individuals were civilian government employees.

The interior ministry confirmed on Tuesday that the deputy governor of Kabul province got killed in a magnetic bomb blast.

The MoI spokesman Tariq Arian said in a statement that the deputy governor Muhibullah Mohibi and his secretary got killed and two of their guards got injured in the blast. He said the incident took place at around 09:40 a.m.

No group of individual took responsibility for the attack.

Separately, the deputy chairman of Ghor province Abdul Rehman Atshan also got killed in a magnetic bomb attack. According to the head of the public health department, Abdul Lateef, the deputy provincial council chairman was targeted in his car while travelling.

Two people got injured as well in this attack, which has not been claimed by any group of individual

The AIHRC called attacks on civilians a clear example of war crimes. The commission emphasized that the prosecution of the perpetrators of these killings is not subject to lapse of time and they will be held accountable at any time and place.

The AIHRC expressed concerns about the continuing impact of these killings on the work of civil, media and human rights institutions and called on the government to keep the families of the victims informed of the progress of their investigations, to make the results public and to ensure justice for the victims.
