Delay in announcing budget is harmful to the economy, says experts

KABUL (SW) – Although almost two weeks have passed since the beginning of the new fiscal year, the Islamic Emirate authorities have not yet given details about the approval of the budget document for the fiscal year 1402.

Officials at the Ministry of Finance recently said that they will pay the monthly salary of the government employees without the approval of the budget of the current financial year.

At the same time, experts say that the delay in approving the current fiscal year’s budget will cause problems in the governance process and create problems in administrative and economic activities.

Economic affairs expert Zahir Behzad said: “Delay in the approval of the budget or delay in the implementation of the budget plan by the Ministry of Finance can cause a delay in the implementation of projects. This causes projects to be delayed, which is not good news for the economy of the state.”

After the Islamic Emirate came to power and the removal of the house of representatives from the structure of the government, there were concerns about how to approve the budget and ensure transparency and justice in the said document.

Researcher of regional strategic studies, Mazhar Raiszada said in this regad that making a budget at a high level requires an expert group with economic knowledge and expertise, and it is about the urgent issues and expenses within the country. “It is sent to the budget, which has different stages in the governments, and this process is not clear in the government of the Islamic Emirate.”

At the beginning of the new financial year, according to a number of reports, due to differences over the budget, Hidayatullah Badri, the previous acting head of the Ministry of Finance, was appointed as the acting head of Da Afghanistan Bank. The Ministry of Finance does not have a head at the moment.

Political analyst Tariq Farhadi said in this regard that the delay is related to the resignation of the acting head of the Ministry of Finance, which happened a few weeks ago. “It seems that the revenues of some customs do not reach Kabul and there have been some comments about this, the budget will be approved eventually.”

Different institutions of the Islamic Emirate have recently reported an increase in revenue collection.
