Macron warns EU: be ready for U.S. hostility, boost economic reforms

French President Emmanuel Macron warned Europe to prepare for continued U.S. hostility, calling the “Greenland moment” a wake-up call for the EU to push through reforms, and said the recent pause in tensions shouldn’t be seen as permanent.

Reuters reported that Macron urged EU leaders to use a Belgian summit to push economic reforms to make Europe more competitive and stronger against China and the U.S. He described the Trump administration as “openly anti-European” and warned of possible clashes over digital regulations and U.S. tariffs.

He pointed to Europe’s two main challenges—China’s trade pressure and the unpredictability of U.S. policy—calling them a “profound shock” and saying the EU must remain strong and united rather than yield to outside pressure.

Macron called for stronger EU economic tools, like permanent joint borrowing, to fund investments and challenge the U.S. dollar. He also proposed a “Made in Europe” plan to favor European goods, emphasizing preference over protectionism despite some opposition.
