KABUL (SW) – Russian Foreign Minister Sergey Lavrov has said in a press conference that until an inclusive government is formed in Afghanistan with the presence of all ethnic groups and political forces in it, Russia will not recognize the Islamic Emirate.

The Russian Foreign Minister added: “We will not recognize the Islamic Emirate until it fulfills its obligations. As the countries of the world have said, these obligations include the formation of a comprehensive government. Inclusive government not only means the presence of all ethnic groups; It is also about political forces. The Islamic Emirate says that Uzbeks and Hazaras are also present in their government; This is true, but they are a member of the Islamic Emirate. Other political forces should also have a prominent presence.”

Meanwhile, Seyyed Shafiqullah Sadat, professor at a university, told Salaam Watandar that although Russia has considered a series of concessions for the Islamic Emirate, but his demands from the Islamic Emirate have not yet been fulfilled.

He added: “For example, Russia submitted the official representation of Afghanistan to the Islamic Emirate, but the Islamic Emirate has not yet been able to fulfill its recommendations in the way that Russia wanted. Extremist groups operating from Afghanistan are considered a threat to Central Asian countries and Russia’s security. Besides, the forces that have good relations with Russia do not exist at the government level here.”

On the other hand, Juma Khan Puya, expert on political issues, said that the message of the Russian Foreign Minister is very clear and a government based on the votes of the people should be formed.

He added: “If an all-inclusive government is not formed, the possibility of extremism and fundamentalism will increase in Afghanistan, and it may go beyond the borders of this country and affect Afghanistan’s neighboring countries. In this case, it will directly and indirectly threaten Russia’s interests.”

However, Seyyed Zakrullah Hashemi, a political activist close to the Islamic Emirate, says that Russia has good diplomatic and official relations with Afghanistan, and these statements are only in the media, and in practice, this country tends to recognize the Islamic Emirate.

Mr. Hashemi aadded “Sometimes Russia or China or others issue conflicting declarations, which is because these governments are involved in world affairs. Russia has reopened its consulate in Mazar-i-Sharif. has formal interactions and formal recognition, but he is saying these things because of media consumption.”

It should be mentioned that nearly two years have passed since the return of the Islamic Emirate to power, but its formalization has been delayed due to the non-formation of a comprehensive government and non-respect of global values, something the Islamic Emirate dubbes as interference in Afghanistan’s affairs.
