KABUL (SW): It has been one month since the amendment of Article 6 of Population Census Law, but the Law is not sent for the approval of the Wolesi Jirga (WJ).
Legal experts believe that the government is delaying the Law for the approval of the WJ. Faiz Mohammad Zaland, a legal expert, has said the government wants to delay the approval of the amended article in the Law so that the distribution of biometric identification cards (e-Tazkira) is delayed resulting in postponement of the elections. He further said some government officials want to delay the distribution of the e-Tazkiras while the Population Registration Directorate (PRD) is strongly influenced by ethnic politics.
Mohammad Nazir Ahmadzai, the 2nd deputy speaker of the WJ, said next week the amended Law will be dispatched to the WJ for approval or rejection.
Meanwhile, Shah Hussein Murtazawi, deputy presidential spokesman, said today that the proposed amendment in the Law will soon be sent to WJ.
Last month, President Mohammad Ashraf Ghani in a cabinet meeting approved the amended draft of the Census Law authorizing the printing of the word “Afghan” on the electronic ID cards as well as the ethnicity of the holder on the card. This issue kept the rolling out of the new cards in limbo so far.
