WJ passes counter narcotics law

KABUL (SW): The draft Counter Narcotics Law has been approved by the Wolesi Jirga (lower house).

The WJ with majority votes approved the draft of Counter Narcotics Law in 7 chapters and 76 articles while omitting one article in Monday’s session.

The omitted article had limited the use of drugs to the legal persons, but due to the fact that it was contradictory to the Constitution and the international conventions which Afghanistan has retified, the article was omitted by the house.

Also in the session, the WJ rejected the draft of a law asking all government entities to hand over their developmental budget to the Ministry of Urban Development Affairs and Housing (MoDH).

Abdul Rauf Ibrahimi, speaker of the house, said the approval of budget is the right of legislative branch, by handing down the approval of budget to the Ministry is out of question.

The Counter Narcotics bill was sent to the WJ 2 years ago while the budget approval draft by the Ministry was submitted recently by the government for approval.
