KABUL(SW):Amrullah Saleh, Head of Kunduz fact-finding commission, dubbed gray network as one of the reasons behind the fall of Kunduz City.
Speaking at a press conference Saturday, he said that this network disguised as a tribe but in terms of leadership it was led by influential men like Abdul Rauf Ebrahimi, Commander Mir Alam, Haji Omar and Amir Ghulam.
He said that this network does not consider the collapse in their favor but also does not consider an effective judicial and justice system in their favour either.
Amrullah Saleh said that poor leadership practiced by the government’s leaders was another reason behind the fall of the City.
He also mentioned some other factors, which led to the fall such as communication gaps, structural complexity, inappropriate use of the resources and facilities.
He further said that the government’s confused approach regarding Kunduz both in civilian and military dimension on the days prior to the incident could also be a factor behind the fall.
He emphasized that the plan for capturing Kunduz was masterminded and organized a year ago but the government did not do anything to dismantle it.
He pointed out that fighting in Kunduz was led by Pakistan’s intelligence officers and a number of people were sent for instruction from Peshawar to the Taliban in Kunduz.
He added that based on the findings, Taliban have used modern arms in the fighting in Kunduz that proves the involvement of foreign countries.
The Commission has evaluated 2000 documents related to the incident.
Ayoub Rafiqi, one of the members in the Commission, said that ghost police, illegal interference by the parliamentarians, mafia influence, poverty and unemployment were also factors that influenced the incident.
At the end of the press conference, Amrullah Saleh said that if the findings of the commission were not taken seriously people would lose trust in government’s fact finding commissions.
It is vital to note that the Taliban captured Kunduz City for three days few months back and prevailed over some other parts of the province.
The President Mohammad Ashraf Ghani assigned a fact finding commission regarding the collapse of the City that comprised of Amrullah Saleh, former head of the National Security Directorate, Farooq Wardak, former minister of education, Fazel Karim Aymaq, Ayoub Rafeyee, Abdullah Mohammadi and Rahima Zariqi.
