Landmark peace deal with Hekmatyar on the cards

KABUL (SW): The landmark peace deal with the Hizb-e-Islami is set to be inked on Thursday.

Karim Amin, who heads the Hizb-e-Islami’s delegation in Kabul told Salam Watandar that in the first stage the agreement would be signed by Syed Ahmed Gillani, the head for High Peace Council, Muhammad Hanif Atmar, the National Security Advisor and Hizb-e-Islami representatives. Amin stated that in the second stage, the peace treaty would be endorsed by Gullbudin Hekmatyar, the leader of Hizb-e-Islami and Muhammad Ashraf Ghani, the President of Islamic Republic of Afghanistan.

Ata-ur-Rahman Salim, the deputy head for the High Peace Council, has said that the draft of this treaty has been finalized, and most probably it would be signed tomorrow. It is said that logistic arrangements for Hikmatyar’s return will be finalized after the peace deal is signed.

As this peace deal nears, questions have been raised over this “judicial impunity” for Hekmatyar who has been charged for gross human rights violations in the 1990s.

The 6-page draft peace agreement consists of 3 chapters and 24 articles that bind both parties for restoring peace, respecting Islamic values, the Constitution and keeping the Afghan society united. The Hezb-eIslami party has been promised that sanctions on them would be lifted and it would be recognized as a legitimate political party. In return, the HI has vowed to abolish its military wing and cut links with terrorist organizations.
