Charges brought against Takhar PC chairman Wafiullah Rahmani

13/03/2018

TAKHAR (SW): Salam Watandar has acquired a series of documents that collectively show the involvement of Wafiullah Rahmani, the chairman of the Takhar Provincial Council of torture and physical violence of three individuals in the village of Kulabi in the Ahan Dara area of Taliqan city. These documents also show proofs of escaping the law and forging documents by Wafiullah Rahmani and according to the evidence, the case of Mr Rahmin is now pursued by the prosecutor’s office and appeals’ court of Takhar.

In one of the letters from Takhar Police Chief, letter number 1391, dated 27 December 2017 to Takhar's Appeals Court, the police wrote that Wafiullah Rahmani has tortured and committed physical violence against three of the residents of the village of Kulabi the Ahan Dara area of Taliqan without any reason.

Also, letter No. 650 dated 8 January 2018 of the Anti-Corruption Department of Takhar’s Special Appeals Court to the Takhar’s governor office, referred to forgery of the 12th grade by Wafiullah Rahmani and faking his resume, called for his referral to the prosecutor’s office.

In a letter dated 11 January 2018, the Anti-Corruption Department of Takhar’s Special Appeals Court to Takhar’s Police Chief also wrote that in accordance with Articles 20, 80, and 87 of the Criminal Code, per the claims of the plaintiffs; Wafiullah Rahmani should be investigated and referred to the public prosecutor’s office as soon as possible.

Despite this, Mohammad Ghaus Amiri, head of the Takhar’s appeals court told Salam Watandar that although Wafiullah Rahmani has been accused of committing crimes, however, he has refused to appear before the Takhar Appeals court so far.

Abdul Sami Abidyar, the head of Takhar’s Directorate of Education has also confirmed the forgery of Wafiullah Rahmani’s high school diploma and informed that the investigation on his case has already begun.

Khalil Ahmad Asir, spokesperson for Takhar’s Police Chief said the case of Rahmani is in the district prosecutor’s office and with the local court; however, he has been summoned to the Takhar’s governor’s office with an official letter.

However, Wafiullah Rahmani has said that all of these are allegations against him and some powerful people have seized the government land in the Taliqan city and all the allegations have been due to his opposition to this issue.

Although the truth, in this case, is still to come out, this is not the first time that a government official and person of authority is accused of torture and physical violence against ordinary citizens. Yet, these crimes have been rarely investigated and prosecuted.
