KABUL (SW): All seems set for the Brussels Conference on Afghanistan next month, which would be jointly hosted by the European Union and the government of Afghanistan but analysts believe the National Unity Government (NUG) is still struggling to implement its agenda for reforms.
According to the EU, this conference on 4-5 October will gather up to 70 countries and 30 international organizations and agencies. It will provide a platform for the government of Afghanistan to set out its vision and track record on reform. For the international community, it will be the opportunity to signal sustained political and financial support to Afghan peace, state-building and development.
Qais Mohammadi, an expert on economy told Salam Watandar that the NUG is not well prepared for this key conference. He noted that problems in transit trade with the regional countries persist, and the government seems unable to overcome them. Hashmat Radfar, another analyst said in this regard that the state of affairs is worth worrying about. He added that rampant corruption persists, and those found guilty are not persecuted.
Meanwhile, the NUG officials are confident about the preparations for the Brussels Conference on Afghanistan. Ajmal Hameed, spokesman for the Ministry of Finance (MoF) told Salam Watandar that fundamental measures have been put in place to curb corruption. He underlined the fact that improvement in revenue collection is an evident proof about the reforms bearing fruits. He also mentioned the establishment of a dedicated counter corruption centre as a major achievement.
Khan Jan Alokozay, the deputy head of Afghanistan Chamber of Commerce and Industry (ACCI) however, believed the strict rules for revenue collection have forced some investors to invest their capital in foreign countries. He suggested that the government should indeed strive to bring positive change in the lives of the citizens. Highlighting that the custom departments in the country are being looted by corrupt individuals and groups, Alokozay called for serious and effective counter corruption measures.
