{"id":8106,"date":"2022-01-27T06:20:50","date_gmt":"2022-01-27T06:20:50","guid":{"rendered":"https:\/\/swn.af\/en\/?p=8106"},"modified":"2022-01-27T06:20:50","modified_gmt":"2022-01-27T06:20:50","slug":"afghanistan-hanging-by-a-thread-says-guterres","status":"publish","type":"post","link":"https:\/\/swn.af\/en\/2022\/01\/afghanistan-hanging-by-a-thread-says-guterres\/","title":{"rendered":"Afghanistan hanging by a thread, says Guterres"},"content":{"rendered":"<div class=\"field field-name-field-news-story-lead field-type-text-long field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p><strong>MONITORING (SW) &#8211; With Afghanistan \u201changing by a thread\u201d six months after the Taliban takeover, the world cannot abandon the country now \u2013 for the sake of its people and overall global security, UN Secretary-General Ant\u00f3nio Guterres told the Security Council on Wednesday.\u00a0<\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"paragraphs-items paragraphs-items-field-news-story paragraphs-items-field-news-story-full paragraphs-items-full\">\n<div class=\"field field-name-field-news-story field-type-paragraphs field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<div class=\"entity entity-paragraphs-item paragraphs-item-one-column-text\">\n<div class=\"content\">\n<div class=\"field field-name-field-text-column field-type-text-long field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<p>\u201cAt this moment, we need the global community \u2013 and this Council \u2013 to put their hands on the wheel of progress, provide resources, and prevent Afghanistan from spiraling any further,\u201d\u00a0he\u00a0<a href=\"https:\/\/news.un.org\/en\/story\/2022\/01\/1110142\">said<\/a>.<\/p>\n<p>Guterres also outlined action for the de facto rulers of the country, the Taliban, calling on the fundamentalists to expand opportunity and security for Afghans, uphold human rights, and demonstrate real commitment to be part of the international community.<\/p>\n<p>A moral responsibility<\/p>\n<p>The Secretary-General said Afghanistan has long been unfairly used as a platform for political agendas, geopolitical advantage, ideological dominance, brutal conflicts and terrorism.<\/p>\n<p>\u201cAs a matter of moral responsibility \u2013 and regional and global security and prosperity \u2013 we cannot abandon the people of Afghanistan.\u201d<\/p>\n<p>Afghans need peace, hope, and help, and they need it now, he said.<\/p>\n<p>The country\u2019s economy is collapsing amid another brutal winter, and daily life has become \u201ca frozen hell\u201d. \u00a0 Over half of all citizens are facing extreme levels of hunger, and some families have been forced to sell their babies so they can buy food.<\/p>\n<p>Meanwhile, sanctions and mistrust by the global banking system have frozen nearly $9 billion in central bank assets, and vital systems are starved of much-needed funds.<\/p>\n<p>As the economy spirals downward, human rights are also losing ground. \u00a0The UN chief highlighted the situation of\u00a0women and girls, who are once again shut out of offices and classrooms. \u00a0He also appealed for the release of women activists who were arrested or abducted recently.<\/p>\n<p>Mr. Guterres reminded the Council that earlier this month, the UN launched a more than $4.4 billion appeal for Afghanistan to keep the food, education and economic systems from collapsing.<\/p>\n<p>He urged countries to suspend rules and conditions that constrict both the Afghan economy and lifesaving humanitarian operations.<\/p>\n<p>Accountability for cash<\/p>\n<p>\u201cAt this moment of maximum need, these rules must be seriously reviewed,\u201d he said, emphasizing the need to pay public service salaries. \u00a0He also welcomed the Council\u2019s recent adoption of a humanitarian exemption to the UN sanctions regime for Afghanistan.<\/p>\n<p>The Secretary-General underscored the need to \u201cjump-start\u201d the Afghan economy through increased liquidity, including by freeing-up frozen currency reserves and through cash injections.<\/p>\n<p>\u201cOur team in Afghanistan stands ready to work with Member States and others to establish accountable systems to ensure that funds go to the Afghan people most in need, and are not diverted,\u201d\u00a0he said.<\/p>\n<p>Plea to Taliban<\/p>\n<p>The UN chief also urged the Taliban to demonstrate real commitment to be part of the international community. \u201cThe window for trust-building is open. But this trust must be earned,\u201d he said.<\/p>\n<p>Afghanistan has been a fertile breeding ground for terrorist groups for far too long, and the UN chief underscored the critical need to promote security and fight terrorism.<\/p>\n<p>\u201cIf we do not act and help Afghans weather this storm, the region and the world will pay a heavy price,\u201d he said, urging the de facto authorities to work together with the global community to suppress the terrorism threat.<\/p>\n<p>\u201cWe must prevent the expansion of all terrorist organisations in the country.\u00a0 And just as I appeal to the international community to step up support for the people of Afghanistan, I make an equally urgent plea to the Taliban leadership to recognize and protect the fundamental human rights that every person shares.\u201d<\/p>\n<p>He further encouraged the Taliban \u201cto seize this moment and garner international trust and goodwill by recognizing \u2013 and upholding \u2013 the basic human rights that belong to every girl and woman.\u201d<\/p>\n<p>New plan for Afghanistan<\/p>\n<p>The UN has kept its commitment to remain in Afghanistan to deliver support, alongside aid partners, reaching some 18 million people last year.<\/p>\n<p>On Wednesday, the UN team in the country launched the One-UN Transitional Engagement Framework (<a href=\"https:\/\/afghanistan.un.org\/en\/169690-un-announces-transitional-engagement-framework-tef-afghanistan-save-lives-sustain-services\">TEF<\/a>), a $3.6 billion plan to save lives and sustain health, education and other essential services throughout 2022.<\/p>\n<p>Special Representative Deborah Lyons, head of the UN Assistance Mission in Afghanistan (<a class=\"word-link\" title=\"UN Assistance Mission in Afghanistan\" href=\"http:\/\/unama.unmissions.org\/\" target=\"_blank\" rel=\"noopener\">UNAMA<\/a>)\u00a0<a href=\"https:\/\/unama.unmissions.org\/briefing-special-representative-deborah-lyons-security-council-10\">said<\/a>\u00a0this investment aims to reverse the steady increase in poverty, while ensuring critical donor funds are not diverted or misused.<\/p>\n<p>\u2018Pathway\u2019 to commitment<\/p>\n<p>However, with donors \u201cunderstandably reluctant\u201d, she hoped the Taliban would demonstrate commitment to a \u201cpathway\u201d towards future engagement with the international community.<\/p>\n<p>\u201cBy \u2018pathway\u2019 I mean a series of clear, mutually understood commitments, with human rights at the forefront, which would result in Afghanistan rejoining the community of nations by securing domestic legitimacy that aligns with Afghanistan\u2019s modern history and the aspirations of its population, its multi-ethnic character, and its traditional Islamic identity,\u201d\u00a0she said.<\/p>\n<p>Ms. Lyons reported that the de facto authorities have taken some steps to function more effectively as a government, including agreeing a budget fully financed by their own revenues. \u00a0Although senior Taliban officials have met with ethnic minority representatives, greater inclusion in governing structures is yet to be seen.<\/p>\n<p>\u2018Environment of intimidation\u2019<\/p>\n<p>\u201cOn the other hand, here on the ground there is compelling evidence of an emerging environment of intimidation and a deterioration in respect for human rights,\u201d she said, speaking from the capital, Kabul.<\/p>\n<p>\u201cThis suggests that the consolidation of government authority may be leading toward control of the population by fear, rather than by understanding and responding to its needs.\u201d<\/p>\n<p>Despite Taliban announcements of general amnesties for former Government workers, or those who defended the regime, UNAMA continues to receive credible allegations of killings, enforced disappearances and other violations. \u00a0Detentions of political opponents, civil society representatives and others who voice dissent are also rising.<\/p>\n<p>\u201cAnd I must stress to this Council that we remain extremely concerned about the fate of several women activists who were abducted from their homes and have disappeared,\u201d Ms. Lyons told ambassadors.<\/p>\n<p>\u201cNo Afghan should live in fear of a knock at their door in the night and no family should be left to wonder about whereabouts and fate of their loved ones.\u201d<\/p>\n<div class=\"dnd-atom-rendered\">\n<div class=\"field-name-field-scald-photo-caption field field-name-field-title field-type-text field-label-hidden\"><span class=\"un-news-full-width scald-caption\">Women and their daughters receive winterization kits from UNICEF in Afghanistan.
