Finance ministry blamed for intruding in development projects

KABUL (SW) – A number of Wolesi Jirga (lower house) members on Monday charged the finance ministry for intruding in development projects.

During Monday’s session, the MPs said the finance ministry has barred officials from executing development projects across the country without its approval.

Mamoor Ahmadzai, a member of the house, said that the Ministry of Finance had issued a letter to other departments this month stating that, except for the projects that had been contracted before the letter was issued, the contracts for the remaining projects were not valid.

According to Ahmadzai, the letter stated that the projects mentioned in the annual budget document must be approved by the Ministry of Finance in order to be implemented. Ahmadzai added that this was illegal and that the head of the Ministry of Finance should be summoned to the house.

MPs also criticized the work of interim head of the Ministry of Finance.

Belqis Roshan, another member of the house, blamed her colleagues for this, saying that by raising the approval card, the deputies voted for a budget document that had both legal problems and an imbalance.

We tried to have the finance ministry view on it, but to no avail.

Mir Rahman Rahmani, speaker of the house, at the end of the session instructed the relevant commissions to discuss this issue with the Ministry of Finance. According to the speaker, this is illegal and the Ministry of Finance should not obstruct the implementation of development projects included in the budget document.
