New immigration policy to be announced by Government of Afghanistan’s Ministry of Refugees and Reparation

KABUL (SW) – Reza Bayeri, deputy spokesman for the Ministry of Refugees and Repatriation, has announced a new comprehensive Immigration Policy Sub-Plan has been worked upon to make things easier for immigrants and returnees.

According to Bayri, the ten-year policy emphasizes that most Afghans have sought asylum abroad because of the insecurity, and therefore the number of Afghan immigrants seeking to return must be returned only with their choice and with dignity. The deputy spokesman for the Ministry of Refugees and Repatriation added that with the implementation of this policy, a fund will also be created for immigrants.

Morteza Rasouli, head of the Legal Department for Immigrants at the Ministry of Justice, called the comprehensive immigration policy important, and added that implementing it would solve some of the problems of immigrants abroad.

Some of the key national and international partner organizations working in this sector have also collaborated for the preparation of the strategy, officials said.

Ministry of Health’s spokesman, Nizamuddin Jalil said in this connection that provision of health services to the refugees and returnees is underway smoothly. He assured full support to the Ministry of Refugees and Repatriation for peddling the new strategy.

Housing has been another key factor in this equation. Hashmatullah Nasseri, spokesman for the Ministry of Urban Planning and Land, told Salam Watandar that according to the presidential decree no. 305, President Mohammad Ashraf Ghani, besides allocating land for immigrants, has allocated another 55 acres of land for the survivors of security martyrs and soldiers currently in the ranks of security forces.

He also the ministry was fully prepared to build settlements and distribute land to immigrants.

Abdul Fattah Ahmadzai, spokesman for the Ministry of Labor and Social Affairs, said in this regard that this ministry has a key role to play in the new strategy under the title of ‘Salam’. He said it aims to facilitate immigrants and returnees.

Key international partners and organizations working for the rights of immigrants have also announced readiness for the implementation of the comprehensive immigration policy. Hadis Pardes, a spokesman for the International Organization of Migration, told SW this body is all set to help implement the new strategy.

Returnees who have some knowledge of the new strategy hoped their problems will be reduced if a comprehensive immigration policy is implemented.

Abdul Samad, Mirwais, and Saber, three such returnees who spend the winter in tents without any facilities on the outskirts of Kabul, said the government should implement an actionable plan to address their issues.

In the past, similar policies were announced to address the problems of immigrants, but some believe that no policies have been effective in addressing the challenges and problems of immigrants fully so far.
