KABUL (SW): In its latest report, the Independent Joint Anti-Corruption Monitoring and Evaluation Committee (MEC) said that over 75% of graduates of Teachers Training Academy\/Teacher Training Institutions are not recruited in the Ministry of Education due to bribes, external pressure and affiliations.<\/p>\n
The MEC issued a new report on Thursday entitled “Ministry-wide Vulnerability to Corruption Assessment of the Ministry of Education”.<\/p>\n
Helena Malikyar, members of the committee said that more than 36 cases of administrative corruption in recruitment of teacher training, distribution of textbooks, management of Ministry of Education, quality of education, teacher’s salaries, logistics procedures, literacy statistics and curriculum were found. According to her, most of the administrative corruption in the Ministry of Education is seen in the process of teacher’s recruitment.<\/p>\n

Asadullah Hanif Balkhi, the Acting Minister of the Ministry of Education confirms the existence of corruption, saying that they have good plans to fight corruption in the ministry.<\/p>\n
According to MEC officials, Ministry of Education with 262,000 employees recruits about 68 percent of Afghanistan’s civil servants, and the ministry as the largest employer agency among the other government agencies is more exposed to corruption.<\/p>\n
To prepare this report, 542 people have been interviewed in five different groups; 109 interviews with Ministry of Education officials and staff, 126 interviews with provincial civil servants, 76 interviews with educational institutions, 93 interviews with teachers, 125 interviews with students and their families, 22 interviews with supporters and 160 interviews were conducted in groups.<\/p>\n
This report was conducted in nine provinces of Panjshir, Badakhshan, Balkh, Faryab, Ghazni, Herat, Khost, Nangarhar, and Bamiyan.<\/p>\n
MEC calls on the Ministry of Education to send all cases of corruption to the Attorney General’s Office in order to eliminate corruption.<\/p>\n
