He said the militants were targeted in an air raid while they were busy planning an attack in the province. The officials added that a total of 15 top ranking militants have been killed in this attack.<\/p>\n<p>Meanwhile, Faisal Sami, member of the Wolesi Jirga (lower house) from Baghlan has also confirmed the incident. He said the Taliban&rsquo;s shadow governor was busy in a meeting at the residence of a local elder Haji Sultan.
