Mahmud Baligh received 164 votes against him, Selahuddin Rabani received 144 and Nasrin Oryakhil was received 164 votes against her. &nbsp;<\/p>\n<p>In the meantime, Zahir Qadeer, the first deputy speaker for the Wolesi Jirga, stated that the disqualified ministers have failed to spend the ministries&rsquo; annual development budgets. Qadeer added that they have also violated the law and have not paid their debts.<\/p>\n<p>Meanwhile, Abdul Rauf Ibrahimi, the speaker for Wolesi Jirga, expressed his concerns over under-spending development budgets.
