He urged that no one is allowed to grant full impunity to Hizb-e-Islami.<\/p>\n<p>He believed&nbsp;that the Article 9 of the peace agreement grants privileges to a party that is like the rest of jihadi parties, and it has committed a number of &lsquo;blunders&rsquo;.
