{"id":78026,"date":"2018-04-26T12:21:38","date_gmt":"2018-04-26T12:21:38","guid":{"rendered":"https:\/\/swn.af\/lib\/purchase-of-nics-in-kabul-in-advance-of-election\/"},"modified":"2020-12-19T10:43:17","modified_gmt":"2020-12-19T10:43:17","slug":"purchase-of-nics-in-kabul-in-advance-of-election","status":"publish","type":"post","link":"https:\/\/swn.af\/archive\/purchase-of-nics-in-kabul-in-advance-of-election\/","title":{"rendered":"Purchase of NICs in Kabul in advance of election"},"content":{"rendered":"<p><img fetchpriority=\"high\" decoding=\"async\" alt=\"\" height=\"383\" src=\"\/2017_Uploads\/2018\/4- Apr\/26\/id.jpg\" width=\"700\" \/><\/p>\n<p>KABUL (SW): One of the conditions for candidates for the House of Representative (Wolesi Jirga) is the collection of 1000 National Identity Cards of supporters and presenting it to the Independent Election Commission office in Kabul.<\/p>\n<p>However, some of the potential candidates had been purchasing these NIC from supporters to ensure their candidacy in the upcoming election.<\/p>\n<p>Noorudin, a brickmaker, told Salam Watandar that that one of the candidates offered him 500 AFN in exchange for his NIC; however, he still wants to wait to see the prices spike.<\/p>\n<p>Shafiq, a friend of Noorudin is also determined to sell his vote to the candidate who could pay the most. He said rumours are circulating that some people paid up to 3000 AFN for a NIC as well.<\/p>\n<p>Shafiq informed that he has collected 23 NIC from friends and family members and hopes to sell those to a rich candidate soon.<\/p>\n<p>According to Shafiq, his boss has offered him 1000 AFN as an advance and will pay $100 on the day of election when these people actually vote for the person of his choice.<\/p>\n<p>Previously, a Parwan provincial council member wrote on his Facebook page that NIC is sold at a price of 1000 AFN to $100.<\/p>\n<p>Akram Arifi said that there is no legal clause for this particular case; however, because it is an exchange of votes for money, it is considered a corruption.<\/p>\n<p>Gula Jan Abdul Badi Sayad, the head of the IEC called on the citizens to not give their national identity cards to people who want to nominate themselves, in exchange for money.<\/p>\n<p>However, Sayad&rsquo;s main concern is the purchase of counterfeit national identity cards.
