He also clarified that he has not proposed handing over some provinces to the Taliban for peace talks. Hekmatyar said he has only proposed establishing &lsquo;safe zones&rsquo; for the Taliban in the country.<\/p>\n<p>The HI leader also stressed upon holding timely and transparent parliamentary and district council elections.
