
KABUL (SW): The Wolesi Jirga (lower house) on Saturday’s session summoned Minister Energy and Water, deputy ministers of Ministry of Finance and Ministry of Public Welfare along with the officials from National Procurement Committee on the delay of implementation of developmental projects.
Ali Ahmad Osmani, the Minister of Energy and Water, told the WJ that lack coordination, lack of rule of law, delay in reviewing documents for developmental projects by the National Procurement Committee (NPC) are the main reasons in the implementation of projects. The Minister blamed the NPC for delaying implementation of developmental projects.
But, Sohail Kakar, head of relations and transparency at the NPC, said all the procedures in the NPC are in place to assure transparency in the implementation of the developmental projects.
Meanwhile, some other members of the House objected on the NPC for delaying projects. Abdul Rauf Ibrahimi, the speaker of the House, said that the National Unity Government (NUG) has failed in implementing developmental projects. The WJ questioned the Ministries for not spending their developmental budget on time.
The deputy ministers of Ministry of Finance and Ministry of Public Welfare in their turn also blamed the NPC for delaying implementation of projects which make general public suffer.
