KABUL (SW): The Lower House of Representatives (Wolesi Jirga) approved the National Procurement Commission as an independent administrative unit.
In the previous National Procurement Act, the National Procurement Commission was within the structure of Administrative Office of the President. But, according to the amendment introduced by the Finance and Budget Committee of the WJ in this law today, the National Procurement Commission has been proposed as an independent entity.
The Finance and Budget Committee of the WJ said the reason for this change is to increase the level of accountability of the NPC and limit the authority of the government.
Following the submission of the draft amendment to the National Procumbent Law, Abdul Rauf Ibrahimi, the speaker of the WJ put the law forward for voting which was passed by the majority votes.
Sediq Ahmad Usmani, a member of the Finance and Budget Committee said that based on amendments of the WJ in the national Procurement Law, the authority of the government has been limited and the level of accountability of the NPC will increase.
Usmani added that with the new amendment in the National Procurement Law, the NPC will be accountable to the WJ, in addition to reporting to the President.
According to Finance and Budget Committee of the WJ, However, the National Procurement Law had been amended three times in the past, due to a complaint by the members of WJ and some government employees; the committee has been working on a plan to amend some of the articles of the National Procurement Law.
