‘The policy of quota system in Kankoor is illegal’

KABUL (SW) – A number of Wolesi Jirga (lower house) members on Monday described the recently adopted quota system in ‘Kankoor’ university entrance exams as illegal.

Those opposing the changes in ‘Kankoor’ system said introducing quota system in education would hinder growth of the country. They demanded the parliament to take actions against these changes adopted by the cabinet of ministers.

Two such members, Arif Rehmani and Syed Ali Kazemi, said those demanding quota system in ‘Kankoor’ should instead strive to develop learning centers at the secondary level to promote education. They also demanded the house to summon the minister for higher education to address the concerns of the students.

In the meantime, a number of MPs hailed the changes, and said these changes are not based on regional or ethnic grounds. They stressed a number of youngsters in the restive provinces are deprived of higher education, and hence ground should be paved for them to seek higher education.

Two such members, Lailima Hakimi and Nader Khan Katawazi, said some members are deliberately opposing this matter to benefit a limited number of provinces only instead of addressing the core issue of insecurity that is depriving many from seeking higher education.

Amir Khan Yar, secretary of the house, directed the house’s committee on education to look into the matter, and further clarify the debate.

The cabinet of ministers approved the new ‘Kankoor’ policy that would have a quote of 25 per cent in certain subjects for students in a number of restive province, a policy faced with harsh criticism in the social media.
