KABUL (SW): Abdul Rauf Ibrahimi, speaker of the Wolesi Jirga (lower house) on Monday charged some members of the house for conspiring with ministers who are summoned to explain their acts on ragging issues.
The speaker said in his remarks that the house’s authority to summon the ministers over their performance has not been used effectively. Ibrahimi stressed that this legal provision should be properly utilized to compel the ministers for better performance.
Taking part in the debate, some members of the house echoed Ibrahimi’s concerns.
Abdul Sattar Khawas, a member of the house said that though summoning ministers over their performance is a productive exercise but it has been manipulated by some members for personal gains. He noted that a number of ministers have not auctioned a single public welfare project for the past six months but have not been summoned by the house.
He charged that a number of members have collected signatures to summon ministers but never did it after broking a secret deal with the particular minister.
Taking part in the debate, Ramzan Bashardost, a senior member of the house said that this matter should be closely monitored. He suggested that the house should keep a track of the members collecting signatures to summon a minister and follow the matter up.
At the end of the session, the speakers tasked a commission of the house to legislate in a bid to counter secret deals by the members with ministers.
