KABUL (SW): Mujib-ur Rahman Rahimi, spokesperson for the CEO of National Unity Government Abdullah Abdullah, has underlined the importance of amendments in the ‘centralized’ Constitution.
In a moot in connection with the 14 years of the Constitution, Mr. Rahimi said some articles of the agreement of the NUG have been implemented, however, to implement the other articles which include distribution of e-tazkira (electronic national identity card), the creation of constitutional amendment committee, transparent elections and holding of the Loya Jirga to amend the Constitution, there are still differences between the ‘Arg’ Presidential Palace and the CEO.
According to Mr. Rahimi, in order to bring reforms in the NUG, and decentralization of power, the Constitution shall be amended. Under the current Constitution, all the powers have been concentrated in the Arg.
Mohammad Nategi, head of the commission for the implementation of the agreement of the NUG, also criticized the articles of the Constitution that give too much powers to the president. He said that although the agreement on the establishment of NUG emphasizes upon the executive role of the CEO, however, all the decisions have been made by the Arg due to these articles in the Constitution.
However, Dawa Khan Mena Pal, deputy spokesperson for Arg, has said that the responsibilities of all institutions have been outlined in the Constitution. According to Mena Pal, the president uses his powers under the Constitution.
At the meeting today (Wednesday), the members of Afghanistan Bar Association also emphasized the need for some amendments in the Constitution.
