KABUL (SW): A number of employees at the Ministry of Communication and Information Technology (MoCIT) on Tuesday held a protest demonstration against the Competency-based recruitment (CBR) program of the ministry.
The 41 protesting employees said that each of them have service experience of up to 12 years but the ministry has announced their posts for new recruitments. They claimed to have passed the CBR at the time of their recruitment. Criticizing the CBR, they pronounced it against the law. This is worth noticing that the CBR has been approved by the cabinet for implementation in public service.
The protestors, however asserted that it has been rejected by the parliament and the Administrative Reforms Commission. “My name is Mohammad Nasim, I am director for communication and information technology in Jawzjan province, we support the CBR but there are 300 empty posts in the ministry, and the government should also retire some 100 person in this ministry rather than terminating us”, a protestor told Salam Watandar. “My name is Khan Mohammad, general manager for the directorate of communication and information technology in Paktia, the CBR is not approved under any law”, another protestor said.
This comes at a time when another batch of 41 fresh candidates appeared in the entry test for jobs at the Institute of Telecommunication and Broadcasting. The protestors claim they had also applied for the test but were not called for it.
Meanwhile, Yasin Samim, spokesman for the MoTB told Salam Watandar that as per the President’s directions, vacancies have been announced for vacant post and those posts occupied by incompetent individuals across the country. He added that these new posts are announced in line with the Administrative Reforms Commission. Samim added that a total of 91 posts of different cadre have been announced for which up to 1000 candidates applied and only 194 for shortlisted for the final test.
