Presidential decree sent back to the Wolesi Jirga

19/07/2016

KABUL (SW): The first session of the Joint Parliamentary Commission (JPC) was held to discuss the Presidential decree on electoral reforms on Tuesday.

Members of the joint commission representing the Wolesi and Masharano Jirgas stood by their previous stances during this session. The members of both houses failed to convince each other to reach a consensus, and the decree was referred back to the Wolesi Jirga (lower house). This commission was established after several weeks of discussion over the fate of the decree. The lower house then rejected the decree but the Masharano Jirga (upper house) approved it.

Obaidullah Barekzai, a member of the joint commission told Salam Watandar in this regard that the joint commission started its work but did not reach to any conclusion, and finally sent the decree back to the Wolesi Jirga. Anarkalai Honaryar, another member of the commission, told Salam Watandar that in today’s session, both houses defended their previous stances, and failed to convince each other.

She said that the senators, considering the current situation and national interest of the country, asked the Wolesi Jirga’s members to approve the decree but they refused to do so.

A day earlier, members of the justice and judicial commission at the Wolesi Jirga, objected to the list of members introduced to the joint commission, saying that it was fake and that the members who have been introduced to the joint commission are against electoral reforms.
