
KABUL (SW): Director for rural reconstruction and development in Herat has charged the National Procurement Council (NPC) for delaying transferring of funds.
Aqa Mohammad Siddiqi, the director for rural reconstruction and development, told a press conference here on Wednesday that the delay in transfer of funds is hindering timely completion of development projects. He went on to charge that a number of fundamental development projects that were supposed to be completed this year are at standstill due to delay in transfer of funds by the NPC.
The director for rural reconstruction and development said on the occasion that the files of many projects are not processed at the NPC for up to four months. Siddiqi said on the occasion a development budget worth $ 4.8 million has been allocated to the directorate for rural reconstruction and development. He added 70 per cent of it has already been utilized.
Jailani Farhad, spokesman for the provincial governor, has said all directorates have been advised to ensure proper utilization of the development budget, and have been asked to inform the provincial government about issues they face in regard to delay in transfer of funds.
The NPC has been facing some criticism, but its effectiveness in ensuring transparency and saving millions of afghanis have also been acknowledged.
