MPs oppose proposed independence of directorates

KABUL (SW) – The Wolesi Jirga (lower house) members on Saturday expressed their opposition towards independence of a number of public entities.

It was hoped the house would vote on the fate of independence of the directorates of martyrs and disabled, technical and professional training, and population census. However, a number of WJ members opposed this, and asserted only the parliament can decide if and when to declare a directorate independent.

The MPs noted that the president also lacks the authority to declare any directorate as independent, and based on the Article 90 of the Chapter 4 of the Constitution only the parliament can decide to set the limits of a public entity.

Criticizing the proposed independence of a number of directorates, the MPs said this move would limit the house’s monitoring and evaluation of these entities.

They stressed the service delivery of these directorates, namely the directorates of martyrs and disabled, technical and professional training, and population census, can be improved without taking them out of the control of the respective ministries.

Speaker of the house, Abdul Rauf Ibrahimi, said in his remarks the government cannot limit the supervisory role of the house with such moves.

Though, many members of the house were opposed to the move, but due to lack of quorum, the house did not vote.
