KABUL (SW): Mohammad Sarwar Danish, second vice president, has acknowledged loopholes exist in the public offices where many officials are not aware about the rules and regulations.
He said this at the unveiling of the new draft law by the Independent Administrative Reform and Civil Service Commission (IARCSC) on administrative procedures aimed at further strengthening coordination between the people and government institutions. He said the public administration sector has shortcomings in at least four areas.
Sarwar Danish said that the law on basic formations and local administration is shuttling between the parliament and the government for years causing ambiguity in administrative affairs. He called for retificationo f the primary courts law for the effective implementation of the Independent Administrative Reform and Civil Service Commission (IARCSC)’s draft law on administrative procedures. The second VP said if both laws are retified, it would bring fundamental reforms in the public sector offices.
Nadir Nadiriy, head of the IARCSC, said on the occasion that the new draft law would make public sector offices legally accountable and answerable. He added this would also curb all sorts of discriminations. Nadiry expressed hope the draft law would be finalized and referred to the council of ministers for approval in few days.
