Kabul Garrison imposes restrictions on demonstrations

KABUL (SW): Commander of Kabul Garrison has vowed to prevent civil demonstrations seen ‘not acceptable’ to this institution.

Officials at the Kabul Garrison have emphasized that the protestors should share their routes and agenda in advance with them, and should avoid doing things, which would put the country’s law enforcement under question.

Although, it is clearly mentioned in the chapter 2, article 36 of the Constitution that all Afghan citizens have the right to stage a peaceful demonstration but the recently imposed restrictions by the Kabul Garrison are seen as violations of this right.

Gul Nabi Ahmadzai, commander of Kabul Garrison told Salam Watandar that if they do not reach to an agreement with protestors on the routes and agenda of the demonstrations, the demonstrations would be prevented. He said that based on the recent restrictions, the protestors are not allowed to protest in sensitive areas like the diplomatic enclave and high profile government offices.

Abdul Wodud Pedram, a civil activist, however said that based on the Constitution, the police and garrison forces have no right to interfere in the demonstrations.

He expressed concerns that the government seeks to deprive the citizens of their basic rights. He added that the government, by imposing such restrictions acts more like a dictatorial government.

Sami Darayee, another civil activist, said that the Kabul Garrison, by such measures only invite people’s hatred. These civil activists said that the demonstrations are always aimed at improving the situation in the country, and divert the attention of government’s officials to the flaws in the system.
