Embezzlement and robbery in the national archive; where is the case file of members of parliament?

08/11/2017

KABUL (SW): Members of Wolesi Jirga (lower hosue of the parliament) said that members accused of embezzlement including Abdul Rauf Ebrahimi, Speaker of the House, should be referred to the Prosecutor’s Office.

Mr. Ebrahimi has been accused of embezzling more than 50 million "aghani" from the House's budgets, and Homayoun Homayoun, the vice chairman of the Parliament, and Naeem Lalai Hamidzai, a member of the Parliament, have been accused of armed robbery of the national TV archives, and paying graft to employees of national TV archives for letting them in.

A number of representatives said at today’s meeting that in the previous plenary session regarding the accusation case file of the accused members the decision was not made inclusively. They want the cases files of Abdul Rauf Ebrahimi, Homayoun Homayoun and Naeem Lalai Hamidzai to be sent to the prosecutor’s office.

But Abdul Qader Zazi Watandost, the secretary of House said that the cases have been sent to the prosecutor’s office.

Nasima Niyazi, a member of the WJ said that the WJ is not a court and the responsible people (or departments) should investigate the cases of Ebrahimi, Homayoun and Hamidzai.

However, the second vice chairman of the WJ, Nazir Ahmad Ahmadzai, said that the parliamentary decision was not done by force, but was based on the votes of the members of the WJ and that the administrative officials were not involved.

The “house's fact finding commission” decided last week that Abdul Rauf Ebrahimi should repay the parliamentary budget of 5 million afghani,  and the duty of the head of the secretariat of the WJ shall be suspended and his file should be sent to the prosecutor’s office.

This committee also decided that Homayoun Homayoun, Naeem Lalai Hamizai, and Ubaidullah Barakzai, members of this WJ should be suspended for 10 to 15 days for the robbery of the National TV Archives.
