Criminal cases are not analyzed properly in Kandahar

18/09/2017

KANDAHAR CITY (SW): The authorities of the provincial chapter of Afghanistan Independent Human Rights Commission (AIHRC) in Kandahar said the lack a well-equipped forensic center hampers the prosecution of criminal cases.

Fakhruddin Fayez, the acting director the provincial AIHRC officer, told Salam Watandar that most of the criminal cases need forensic, but lack of a well-equipped forensic center does not do justice to the cases. “Due to the lack of forensic centers in the province, a health commission provides written views on criminal cases which do not solve the real problem of prosecution of the cases and uphold justice”, informed Fayez.

He added that aside from Kandahar other provinces like Zabul, Uruzgan and Helmand also suffer from the same problem.

Some residents of Kandahar also said that mysterious murders are not solved in the province by the police due to lack of proper forensic investigation.

Almost 6 years ago, a forensic center was opened at the provincial Directorate of Public Health, but so far not even one criminal case has been registered at the center.

Dr. Mohammad Musa Popal Gharibnawaz, the director forensic center in Kandahar, stated that there is only one forensic center in the province which also lacks technical equipment. “To solve the problem we have requested Ministry of Public Health, but to no avail”, added Gharibnawaz.

But, Mohammad Askar, the head of Criminal Investigation Department at the provincial police headquarters, justified that most of the criminal cases are sent to Kabul for investigation, but due to distance most families do not agree to pursue the case in Kabul. He added that the police have suggested creating a forensic center to the provincial Directorate of Public Health, but so far no action has been taken.

Meanwhile, the Directorate of Public Health explained that the MoPH has promised to build a separate forensic center with a team 21 experts. But, let’s see if the promise is kept or not?
