HERAT CITY (SW): There has been an evident surge in organized crimes such as abduction, targeted-killings robberies in western Herat province.
According to the security officials, a large number of these crimes are committed by individuals who already have criminal record. Mohammad Ayub Ansari, the provincial police chief, told Salam Watandar there have been instances when a convict has completed his term in prison, and later resumed criminal activities after coming out.
Syed Khatibi, president for Herat Chamber of Commerce and Industries (HCCI), has claimed the central prison in the province has turned into a hub, and command and control center for the criminals. Analysts back this claim, and argue that ‘soft’ treatment of convicts in prisons, and frequent pardoning have hardened the habitual criminals.
Ali Kawa, a Herat-based analyst, informed that lack of comprehensive rehabilitation centers and standard prison system has led to the fact that convicted criminals get even hardened after spending some time behind bars.
Meanwhile, Abdul Haq Ahadi, chief prosecutor at the Herat Attorney General’s Office, claims the prison in Herat is the best in the whole country. He added there are up to 2800 inmates here, 2000 of them are busy in different academic and technical courses. Kabir Seyar, director for media affairs at the Herat Central Prison, also deny the allegations. He claimed all inmates are willing to turn back on the world of crimes.
