Two ministries grilled for lack of improvement

KABUL (SW): The Independent Joint Anti-Corruption Monitoring and Evaluation Committee (MEC) grilled the Ministry of Public Health (MoPH) on Wednesday for only implementing 14 out of 115 recommendations for fair governance and better service delivery.  

According to the MEC’s June 2016 report, Afghanistan’s public health sector suffers from “deep and endemic corruption problems.” The committee found that the ability of the MOPH’s to record management functions, administrative process, and service delivery are susceptible to corruption, and described inconsistencies at all levels of the health care sector’s quality assurance, describing it as “unreliable and uncoordinated.”

The report further states that “fraud, falsification, fakes, and forgeries have become a routine aspect of documentation in the Public Health sector.” 

Sharing findings of the review in this regard, Ghulam Hussein Rezai, head of monitoring and evaluation at the MEC, said recommendations were proposed to the MoPH, but not all have been implemented. “The MoPH officials have told us they have ‘prioritized’ the recommendations, but implementing all the recommendations is ‘not possible’ for them”, added Rezai.

MEC had also evaluated performance of the Ministry of Communication and Information Technology (MoCIT).  Mohammad Fayez Sahak, head of audit at the MEC, said on Thursday the MoCIT has failed combating corruption. He lamented the MoCIT for showing no transparency in collecting taxes.

MEC only recognized complaint registration in both ministries as a progress.
