Key security organs being headed by interim heads against Constitution

KABUL (SW): It has been several months since a number of key security organization are being managed by the interim heads.

According to the Constitution, no organization can be managed by the acting head for more than two months but ARG (Presidential Palace) said that such trend would continue to prevent the vacuum at the top of these security organs.

President Mohammad Ashraf Ghani issued a decree based on which the security organizations would be exceptional for being managed by the acting heads but the decree has been rejected by the large number of parliamentarians.

Sayed Zafar Hashemi, Deputy Spokesman for the President however, told Salam Watandar that the President has urged for the continuation of acting heads because of the fragile security situation in the country.

Meanwhile, a number of political experts have called the decree issued by the President as unconstitutional.

Kabir Ranjbar, a political expert said that the acting heads do not have an open hand in leading and managing their related departments and also do not have access to facilities.

He said that lack of legitimacy is also one of the challenges facing these acting ministers.

Ajmal Hodman, another political expert, said that working as an acting head for more than the legal period, would dent people’s trust in government.

According to the experts, the acting officials are concerned only about their positions and that was why their performances would not be of use.

At the moment, the Ministry of Defense has been managed by the acting minister Masoum Stanekzai for several months now and after the resignation of Rahmatullah Nabil as the Director of National Directorate for Security (NDS), this body too is currently managed by an acting director Masoud Andarabi.
