40 percent Heratis have no identity cards

HERAT CITY (SW): Up to 40 percent population of Herat province have no personal record on them registered with the local government, official have said.

According to the population registration directorate, the personal record contains citizens’ legal and property related information which proves handy in many official procedures.

Khwaja Hekmat Ali Habibi, director for the population registration directorate, told Salam Watandar only those citizens come and register themselves with them who are acquiring passport or driving license. He confirmed 2 million and three hundred thousand citizens in Herat have obtained the identity cards from them so far.

He lamented the local government is not prepared for the process of biometric identity cards in the province. He feared if interference in the directorate of population registration continued, things would get worst.

Meanwhile, the locals are blaming officials at the directorate of population registration for not paying due attention to their jobs. Ghulam Rasul and Sher Ahmad, 2 Herat residents who were at the directorate for registration, told Salam Watandar they have been kept waiting for too many days. The officials, however, assert they lack resources to process many applications on daily basis.
