37 per cent public sector vacancies filled in 6 months

KABUL (SW): In the first six months of this fiscal year, only 37% of the recruitment program has been implemented.

This was noted in the ‘Evaluation Report – Reforms Implementation in Public Administrations’ by the Independent Administrative Reform and Civil Service Commission (IARCSC) on Tuesday. The report underlined that during the first 6 months, 3,160 individuals were recruited at different ministries and independent agencies. For the fiscal year this year, there were 8558 seats available in 37 ministries and independent government departments, but 63% of the recruitment program has not been implemented so far.

Out of the forecasted recruiting plans in 37 ministries and independent agencies, 3910 posts were created for one year in the capital Kabul, and 1632 recruitment took place (42% of the plan). In the provinces, out of a total of 4,648 scheduled posts, 1,528 clerical staff were recruited (matching 33% of the program).

The report states that the Central Statistics Bureau / Independent Aviation Authority, the National Disasters Management Authority, the Prosecutor General 's Office, the Department of Physical Fitness, the Independent Election Commission, the Secretariat of the Wolesi Jirga (lower house), and the Ministries of Counter Narcotics, Women's Affairs, Energy and Water, Rural Development, Petroleum and Mines, Trade and Industry, Telecommunications and Information Technology, Agriculture and Livestock, Refugees and Repatriates were particularly to be blamed for nor recruiting capable and qualified people on the vacant posts.

The other part of the report states that among 37 ministries and independent agencies, ministries of Finance, Labor and Social Affairs, Civilian sections of the Ministries of Interior and Defense, National Radio and Television, and the Independent Land Administration Agency had minimum cooperation with the IARCC in preparing the report.

The findings in the report indicate that the ministries and independent agencies did not have much progress in their recruitment programs mainly due to lack of proper planning, lack of coordination between the departments and the commission, delay in approving the formation of posts, and due to not identifying the number of CBR posts (capacity building program based on test results).

The report shows that at the end of the first six months of the fiscal year, 1888 posts in 37 departments got vacant due to expulsion, retirement, resignation or other reasons and need to be filled. In the first six months of the year, 844 employees got fired, 205 resigned, 723 employees did not show up after leave and 116 other employees died. The largest number of employees who have resigned, were dismissed or did not show up after leave were from level 5 to level 8.

On the positive note, the report indicates that 84% of the recruited staff are aged between 19 and 40 and 16% between them are aged of 41 and 65. The recruitment of individuals with higher education in civil service is another positive mark highlighted by the report. Although, the majority of staff comprises of graduates, but the number of hired doctors, masters / undergraduate / graduate students has increased, and appointment of educated individuals was particularly high in the capital Kabul.

The IARCSC report also underlined that the equal opportunities of appointment for women along with men have not yet been ensured, and there is a huge gap in the proportion of women employed in the public sector. Among those recruited in the past six months, 16% are women and 84% are males. Insecurity, especially in provinces, cultural constraints and outdated traditions have been highlighted as main barriers in this regard. Of the recruited people, 63% were from the outside and 37% were from within the public service sector.

The IARCSC has identified the reforms in the recruitment process in civil services as one of the most important areas for reforms in the country.

According to the commission, for this purpose, 37 ministries and agencies have been investigated and studied. Of the nearly 60 ministries and independent agencies operating in the country, only 37 ministries and independent agencies have provided the necessary information to the commission for this report.

According to the Independent Administrative Reform and Civil Service Commission (IARCSC), WITH this information gathered from the ‘Evaluation Report – Reforms Implementation in Public Administrations’, ground can be paved for fundamental reforms, identify shortcomings, accurately manage human and financial resources, and improve organizational and individual capacity.
